Implementation of State Level Safeguards Approaches for states under Integrated Safeguards - Experiences gained and lessons learned

Statement by the Governor for India

Mr. Chairman,                    

India would like to express appreciation for the work done by the IAEA Safeguards team relevant to implementation of SLA in states under integrated safeguards. We associate ourselves with the Statement delivered on behalf of NAM. In this context, we would like to reiterate our national position enunciated before.

Mr. Chairman,

It has been our conviction that safeguards implementation and other verification activities of the Agency should be conducted in an efficient and effective manner, in accordance with the legal obligation of the Member States under their respective safeguards Agreements, and that the development and implementation of the State Level Approach should not alter, modify, add to or subtract from the rights and obligations of the Member States or the Agency, as defined in these Agreements.

It is understood that State Level Safeguards Approach (SLAs) are being implemented for States mainly with integrated safeguards. In this context, we would like to point out that, in our understanding, the concept of safeguards relevant information means state specific safeguard Agreements relevant information and not information derived from other open sources. Indeed, no other interpretation can be tenable.
