Statement by Sh. Mahesh Subramanian, Counsellor AE

Mr. Chairperson,

We associate ourselves with the statement delivered by the distinguished Ambassador of Morocco on behalf of G-77 and China, and would like to make the following additional remarks.

Mr. Chairperson,

          The responsibility for nuclear security within a state rests entirely with that state. Member states have consistently recognized the central role of the Agency in strengthening the nuclear security framework globally and in coordinating international cooperation in nuclear security activities.

India accords high national priority to nuclear security through its
strong institutional framework, independent regulatory agency, trained
and specialized human resources, and through development and
deployment of technology to deter, defend and respond against nuclear
terrorism.   

India takes note of the Nuclear Security Review 2022 and thanks the Agency for conducting an informal briefing on 19th May 2022. The Review reflects the global trends in 2021 and presents the activities planned for 2022 and priorities as identified by the Agency and the member states.

India welcomes the Agency’s efforts to strengthen the global nuclear security through development of Nuclear Security Plan 2022-2025, support for states in joining relevant legally binding international agreements such as the Convention on the Physical Protection of NuclearMaterial (CPPNM) and its Amendment, the International Convention for the Suppression of Acts ofNuclear Terrorism and under United Nations Security Council Resolution 1540. Further the agency supports states in implementing the provisions of legally non-binding instruments such as the Codeof Conduct on the Safety and Security of Radioactive Sources and the Code’s supplementary Guidanceon the Import and Export of Radioactive Sources and Guidance on the Management of DisusedRadioactive Sources.

The various initiatives such as Nuclear Security Guidance Committee, International Physical Protection Advisory Service, International Nuclear Security Support Plans and The Incident and Trafficking Database have played an important role in strengthening national nuclear security regime of member states.

Finally, we take note of the capacity building measures of the Agency in Nuclear Security by organizing schools, training courses, workshops and webinars. A tremendous increase in the number of participants in training activities and webinars of the agency in 2021 compared to 2020 is a heartening development and reinforces the importance of these measures.

With these comments, we take note of the Nuclear Security Review 2022, as contained in document GOV/2022/20.
