Evaluation of Technical Cooperation Activities in 2018

Statement by the Governor for India

Madam Chairperson,

At the outset, we would like to thank the Director of the Office of Internal Oversight Services (OIOS), for presenting the document “Evaluation of Technical Cooperation Activities in 2018”.

We associate with the G-77 and China Statement delivered by the distinguished Ambassador of Ecuador and would like to make a few additional remarks.

Madam Chairperson,

We note the finding of the OIOS based on the evaluation of TC related activities in 2018. We particularly note the common findings across evaluations completed in 2018, aimed at developing an understanding of Agency-wide performance, the results and recurring issues and also OIOS annual work planning. The report on the Evaluation of Technical Cooperation Activities in 2018 has made 30 recommendations and is pleased to note the acceptance of all the recommendations by the secretariat. Further we are happy to note that no recommendations are overdue for implementation. We encourage the Secretariat to carefully assess all the recommendations of the OIOS and where relevant, take necessary corrective measures, in consultation with Member States in order to enhance the efficiency and effectiveness of the Technical Cooperation Program.

India believes that the science and technology is the foundation for achieving sustainable development. In this regard the Agency’s role in promoting peaceful application of nuclear science and technology is of paramount importance. While we support the Agency’s initiatives for collaborating with UN organizations to achieve synergies, we would like to caution that such initiatives should not undermine the unique framework that the Agency has developed and nurtured such as National Liaison Officers or mechanism of networking etc. for implementing its program.

With these comments, my delegation takes note of the OIOS report as contained in the document GOV/2018/45.
